The first definition fits.

Huachafo was not in the main Spanish dictionary on yourdictionary.com, so I tried a world Spanish dictionary in the specialist dictionaries section and found:

huachafo, fa
  adj. amer. Cursi.

I assumed that amer. meant it was Latin American Spanish, and that cursi was the meaning, so I looked up cursi in a Spanish-English dictionary and the second definition fits the context.

2. cursi [adj.] shoddy [adj.], vulgar [adj.]
